Sam Rowlands, Member of the Welsh Parliament for North Wales, has called on the Welsh Government to show more support for hospitality businesses in the budget.
This week Senedd Members unanimously approved regulations to help businesses which face significant rises in non-domestic rates bills after a revaluation taking effect in April 2026.
Commenting on the new transitional relief scheme in the Senedd, Mr Rowlands, Shadow Cabinet Secretary for Finance and Chair of the Senedd’s Cross-Party Group on Tourism urged Mark Drakeford, Cabinet Secretary for Finance and Welsh Language to review opportunities to minimise the pressures on businesses as a result of their revaluation.
He said:
We supported that proposal for those transition payments, because we recognised it was a take-it-or-leave-it proposal, and we think it's right and proper that that support should be given to those businesses.
But what we're hearing now is that, for some of those businesses, it's a real challenge for them, despite the support that has initially been laid and agreed.
A particular concern comes from those in the hospitality sector who support our high streets. You have made some particular support available to retail on our high streets, and some of the logic behind that is to mitigate against some online competition. But we know that hospitality on our high streets makes a significant difference in terms of how our high streets thrive and help our retail to thrive also.
With that in mind, and particularly on hospitality, it's actually the employment they offer to young people. We know that employment amongst our young people in Wales is particularly poor. There are concerns that fewer young people will go into work as a result of the pressures that they're facing.
There's an opportunity before the final budget to review what may be able to support the hospitality sector in particular.
Is that something that you're willing to do, to give assurance to that sector that their issues are being taken seriously and so we can see young people in the future also being employed?
Mark Drakeford said if the relief scheme was a successful policy tool, it will be something that a future Government will want to take into account and see if that too should be extended to hospitality.
Mr Rowlands added:
We are grateful that the Welsh Government has at least brought forward a scheme that will soften the immediate impact for thousands of Welsh businesses. We understood that if these regulations had not been approved or supported this relief scheme will not be in existence and many businesses across Wales would face steep increases with no protection at all and that is certainly not an outcome we would want.
However, I remain extremely concerned for businesses up and down Wales who are worried about the increase in rates that they are liable to pay.
We’ve heard first-hand from many of those in the hospitality and leisure sector, some of whom are facing increases of over 100% in the tax rates they are expected to pay. This is simply not acceptable.

Yr wythnos hon, fe wnaeth Aelodau o'r Senedd gymeradwyo’n unfrydol reoliadau i helpu busnesau sy'n wynebu cynnydd sylweddol mewn biliau ardrethi annomestig ar ôl ailbrisio a fydd yn dod i rym ym mis Ebrill 2026.
Wrth sôn am y cynllun rhyddhad trosiannol newydd yn y Senedd, fe wnaeth Mr Rowlands, Ysgrifennydd Cabinet yr Wrthblaid dros Gyllid a Chadeirydd Grŵp Trawsbleidiol y Senedd ar Dwristiaeth, annog Mark Drakeford, Ysgrifennydd y Cabinet dros Gyllid a'r Gymraeg, i adolygu'r cyfleoedd i ysgafnhau'r pwysau ar fusnesau o ganlyniad i'w hailbrisio.
Meddai:
Fe wnaethom gefnogi'r cynnig ddoe ar gyfer y taliadau trosiannol hynny, gan ein bod yn cydnabod ei fod yn gynnig 'derbyniwch ef neu anghofiwch amdano', ac rydym yn credu ei bod yn iawn ac yn briodol y dylid rhoi'r cymorth hwnnw i'r busnesau hynny.
Ond yr hyn rydym yn ei glywed nawr, wrth gwrs, yw ei bod yn her wirioneddol i rai o'r busnesau hynny, er gwaethaf y cymorth a gynigiwyd ac a gytunwyd yn wreiddiol.
Daw pryder penodol gan y rhai yn y sector lletygarwch sydd, wrth gwrs, yn cefnogi ein stryd fawr i ffynnu. Ac rydych chi wedi sicrhau bod rhywfaint o gymorth penodol ar gael i fusnesau manwerthu ar ein stryd fawr, a rhywfaint o'r rhesymeg y tu ôl i hynny, wrth gwrs, yw lliniaru peth o'r gystadleuaeth gan fusnesau ar-lein. Ond wrth gwrs, gwyddom fod lletygarwch ar ein stryd fawr yn gwneud gwahaniaeth sylweddol i sut y mae ein stryd fawr yn ffynnu ac yn helpu ein busnesau manwerthu i ffynnu hefyd.
Felly, gyda hynny mewn golwg, ac yn enwedig gyda lletygarwch, mae'n ymwneud â'r gyflogaeth y maent yn ei chynnig i bobl ifanc. Gwyddom fod cyflogaeth ymhlith ein pobl ifanc yng Nghymru yn arbennig o wael. Mae pryderon y bydd llai o bobl ifanc yn mynd i mewn i waith o ganlyniad i'r pwysau maent yn eu hwynebu.
Felly unwaith eto, mae cyfle cyn y gyllideb derfynol i adolygu beth allai gefnogi'r sector lletygarwch yn enwedig
A yw hynny'n rhywbeth yr ydych chi'n fodlon ei wneud, rhoi sicrwydd i'r sector hwnnw fod eu problemau'n cael eu cymryd o ddifrif, ac fel y gallwn weld pobl ifanc yn y dyfodol yn cael eu cyflogi hefyd?
Yn ôl Mark Drakeford, os yw'r cynllun rhyddhad yn adnodd polisi llwyddiannus, bydd yn rhywbeth y bydd Llywodraeth yn y dyfodol eisiau ei ystyried a gweld a ddylid ymestyn hynny i letygarwch hefyd.
Ychwanegodd Mr Rowlands:
Rydyn ni’n ddiolchgar bod Llywodraeth Cymru o leiaf wedi cyflwyno cynllun a fydd yn ysgafnhau'r effaith uniongyrchol ar filoedd o fusnesau yng Nghymru. Roedden ni’n deall, pe na bai'r rheoliadau hyn wedi'u cymeradwyo neu eu cefnogi, na fyddai’r cynllun rhyddhad hwn yn bodoli ac y byddai llawer o fusnesau ledled Cymru yn wynebu cynnydd sylweddol heb unrhyw amddiffyniad o gwbl, ac yn sicr nid dyna’r canlyniad y bydden ni ei eisiau.
Fodd bynnag, rwy'n parhau i fod yn bryderus iawn am fusnesau ar hyd a lle Cymru sy'n poeni am y cynnydd mewn ardrethi y mae’n rhaid iddyn nhw eu talu.
Rydyn ni wedi clywed yn uniongyrchol gan lawer o'r rhai yn y sector lletygarwch a hamdden, rhai ohonyn nhw’n wynebu cynnydd o dros 100% yn y cyfraddau treth y disgwylir iddyn nhw eu talu. Mae hyn yn annerbyniol.
