Sam Rowlands MS says Plaid and Labour’s budget is a bad deal for Wales

Sam Rowlands, Member of the Welsh Parliament for North Wales, has warned that the Welsh Government’s budget does not deliver for the people of Wales.

This week the Welsh Government published their final budget for the 2026-27 financial year following an agreement with Plaid Cymru to support Labour’s spending plans.

Speaking in the Senedd, during the debate, Mr Rowlands, Shadow Cabinet Secretary for Finance said:

We made the choice, perhaps unexpectedly, to reach out to the First Minister this time around to see if a budget deal that works for the people of Wales could be agreed upon. But the Welsh Government, chose to do a deal with their friends in Plaid Cymru instead.

When we started those conversations there was around £600 million of unallocated money left for next year's budget and that's why, for a start, we wanted to see if some of that could be used to scrap stamp duty here in Wales, the land transaction tax on primary residences.

We wanted to see a budget that has tax cuts for family firms and family farms to give them a fighting chance to carry on, a budget that supports our farmers, who work tirelessly to feed the nation while facing mounting costs and growing uncertainty and pressures

We're not going to see the improvements that we need to see desperately here in Wales if we continue to see Plaid Cymru and Labour working together as they have done for the last 27 years.

Twenty-seven years of socialist policies under Welsh Labour and Plaid Cymru have resulted in Wales having the highest unemployment, the longest NHS waiting lists in the UK, and the worst education outcomes in the UK, as well as the lowest pay packets.

It hasn't been working, it's not working today, and it's not going to work tomorrow.

Welsh Conservatives have been heavily critical of the budget deal, and Mr Rowlands added:

Plaid and Labour’s budget stitch-up is a bad deal for Wales.

A budget that contains funding for an ever-bloating bureaucracy, foreign aid, overseas offices, the Nation of Sanctuary plan, Senedd expansion and the creation of 36 more politicians is a budget that will not address the people’s priorities.

Only the Welsh Conservatives can be trusted to cut waste so we can cut taxes and fix our vital public services.

Mae Sam Rowlands, yr Aelod o’r Senedd dros Ogledd Cymru, wedi rhybuddio nad yw cyllideb Llywodraeth Cymru yn cyflawni ar gyfer pobl Cymru.

Yr wythnos hon cyhoeddodd Llywodraeth Cymru ei chyllideb derfynol ar gyfer blwyddyn ariannol 2026-27 yn dilyn cytundeb gyda Phlaid Cymru i gefnogi cynlluniau gwariant Llafur.

Yn y Senedd, yn ystod y ddadl, dywedodd Mr Rowlands, Ysgrifennydd Cabinet yr Wrthblaid dros Gyllid:

Ac fe wnaethon ni'r dewis, efallai yn annisgwyl, i estyn allan i'r Prif Weinidog y tro hwn i weld a fyddai modd cytuno ar gytundeb cyllidebol sy'n gweithio i bobl Cymru. Ond dewisodd Llywodraeth Cymru, wrth gwrs, ddod i gytundeb â'u ffrindiau ym Mhlaid Cymru yn lle hynny.

Pan ddechreuon ni'r sgyrsiau hynny roedd tua £600 miliwn o arian heb ei ddyrannu ar ôl ar gyfer cyllideb y flwyddyn nesaf a dyna pam, i ddechrau, roedden ni eisiau gweld a fyddai modd defnyddio rhywfaint o hynny i ddileu'r dreth stamp yma yng Nghymru, y dreth trafodion tir ar brif breswylfeydd.

Rydyn ni eisiau gweld cyllideb sy'n cynnwys toriadau treth i gwmnïau teuluol a ffermydd teuluol i roi cyfle iddyn nhw barhau, cyllideb sy'n cefnogi ein ffermwyr, sy'n gweithio'n ddiflino i fwydo'r genedl tra'n wynebu costau cynyddol ac ansicrwydd a phwysau cynyddol.

Dydyn ni ddim yn mynd i weld y gwelliannau y mae taer angen i ni eu gweld yma yng Nghymru os ydyn ni'n parhau i weld Plaid Cymru a Llafur yn gweithio gyda'i gilydd fel y maen nhw wedi'u gwneud dros y 27 mlynedd diwethaf.

Mae 27 mlynedd o bolisïau sosialaidd o dan Lafur Cymru a Phlaid Cymru wedi arwain at Gymru sydd â'r diweithdra uchaf—allwch chi ddim osgoi hyn—y rhestrau aros hiraf yn y GIG yn y DU, a'r deilliannau addysg gwaethaf yn y DU, yn ogystal â'r pecynnau cyflog isaf.

Dydy e ddim wedi bod yn gweithio, dydy e ddim yn gweithio heddiw, a dydy e ddim yn mynd i weithio fory.

Mae’r Ceidwadwyr Cymreig wedi bod yn feirniadol iawn o'r cytundeb cyllideb, ac ychwanegodd Mr Rowlands:

Mae cyllideb Plaid a Llafur yn fargen wael i Gymru.

Mae cyllideb sy'n cynnwys cyllid ar gyfer biwrocratiaeth sy'n chwyddo'n barhaus, cymorth tramor, swyddfeydd tramor, cynllun Cenedl Noddfa, ehangu'r Senedd a chreu 36 yn fwy o wleidyddion yn gyllideb na fydd yn mynd i'r afael â blaenoriaethau'r bobl.

"Dim ond y Ceidwadwyr Cymreig y gellir ymddiried ynddyn nhw i dorri gwastraff fel y gallwn leihau trethi a thrwsio ein gwasanaethau cyhoeddus hanfodol."
