Sam Rowlands, Member of the Welsh Parliament for North Wales, says the introduction of a visitor levy will impact jobs and harm the economy in his region.
Mr Rowlands, Shadow Cabinet Secretary for Finance and Chair of the Senedd’s Cross-Party Group on Tourism was speaking in the Senedd during a discussion on plans for Stage 4 of the Visitor Accommodation (Register and Levy) Etc. (Wales) Bill which was passed in Welsh Parliament.
He said:
The Welsh Conservatives have opposed this Bill from the start and continue to oppose it to this day. We believe it is bad for Wales and bad for the Welsh tourism sector, which forms such an important part of our Welsh economy. After 26 years of Labour-run Welsh Government, the economy in Wales is in dire straits.
This levy, by the Welsh Government's own admission, will impact jobs and our economy more broadly. Implementing a policy that undermines a sector that is world class and that already contributes significantly to the public purse through taxation and through various levies does not make sense to me or to my Welsh Conservative colleagues. It certainly does not make sense to the sector itself, which is strongly opposed to the Bill.
In my capacity as chair of the tourism cross-party group, I regularly meet with tourism providers and operators, and, in my role as the Welsh Conservatives lead on this Bill, I've had the opportunity to meet with even more, hearing their concerns and also their hopes and their aspirations for the future too.
Wales really is a fantastic place to visit. We have so many people who work hard to keep it fantastic, ranging from unique accommodation providers to those who create unbeatable experiences up and down Wales. The work they do is essential to providing jobs, supporting our communities and stimulating economic growth. We really need more of that. Sadly, I think this Bill will create less of that, and we need a Government that understands the necessity of jobs and growth, so we can see a flourishing Wales in the future too.
The Welsh Government’s Visitor Levy Bill will allow councils to introduce an additional charge of £1.30 per night per person, plus VAT, for overnight stays in hotels, B&Bs and self-catering accommodation. A lower rate of 80p would apply to hostels and campsites
Mr Rowlands added:
Today’s decision sets in motion a hammer blow that will hit an already struggling Welsh tourism sector in 2027.
Labour and Plaid’s toxic Tourism Tax, according to the Welsh Government’s own figures, will harm the economy to the tune of tens of millions of pounds and hundreds of jobs every single year.
We have continually voted against it and given the opportunity, the Welsh Conservatives will axe the toxic Tourism Tax before it comes into force.

Meddai:
Mae'r Ceidwadwyr Cymreig wedi gwrthwynebu'r Bil hwn o'r dechrau’n deg ac yn parhau i'w wrthwynebu hyd heddiw. Credwn ei fod yn ddrwg i Gymru ac yn ddrwg i sector twristiaeth Cymru, sy'n rhan mor bwysig o'n heconomi yng Nghymru. Ar ôl 26 mlynedd o Lywodraeth Cymru yn cael ei rhedeg gan Lafur, mae'r economi yng Nghymru mewn dyfroedd dyfnion.
Bydd yr ardoll hon, yn ôl cyfaddefiad Llywodraeth Cymru ei hun, yn effeithio ar swyddi ac ar ein heconomi yn ehangach. Dydy gweithredu polisi sy'n tanseilio sector o'r radd flaenaf ac sydd eisoes yn cyfrannu'n sylweddol at y pwrs cyhoeddus trwy drethu a thrwy ardollau amrywiol ddim yn gwneud synnwyr i mi nac i'm cydweithwyr yn y Ceidwadwyr Cymreig. Dyw hyn yn sicr ddim yn gwneud synnwyr i'r sector ei hun, sy'n gwrthwynebu'r Bil yn chwyrn.
Yn fy rôl fel cadeirydd y grŵp trawsbleidiol ar dwristiaeth, rwy'n cwrdd â darparwyr a gweithredwyr twristiaeth yn rheolaidd, ac, yn fy rôl arweiniol yn y Ceidwadwyr Cymreig mewn perthynas â’r Bil hwn, rwyf wedi cael y cyfle i gwrdd â hyd yn oed mwy, gan glywed eu pryderon a'u gobeithion a'u dyheadau ar gyfer y dyfodol hefyd.
Mae Cymru'n wlad wych i ymweld â hi. Mae gennym ni gymaint o bobl sy'n gweithio'n galed i'w chadw'n wych, o ddarparwyr llety unigryw i'r rhai sy'n creu profiadau diguro ar hyd a lled Cymru. Mae'r gwaith maen nhw'n ei wneud yn hanfodol i ddarparu swyddi, cefnogi ein cymunedau ac ysgogi twf economaidd. Mae angen mwy o hynny arnom ni mewn gwirionedd. Yn anffodus, rwy'n credu y bydd y Bil hwn yn creu llai o hynny, ac mae angen Llywodraeth arnom sy'n deall yr angen am swyddi a thwf, fel y gallwn weld Cymru ffyniannus yn y dyfodol hefyd.
Bydd Bil Ardoll Ymwelwyr Llywodraeth Cymru yn caniatáu i gynghorau gyflwyno tâl ychwanegol o £1.30 y noson y pen, ynghyd â TAW, am aros dros nos mewn gwestai, gwely a brecwast a llety hunanarlwyo. Byddai cyfradd is o 80c yn berthnasol i hosteli a gwersylloedd
Ychwanegodd Mr Rowlands:
Mae'r penderfyniad heddiw yn ergyd i waith a fydd yn taro sector twristiaeth Cymru sydd eisoes mewn dyfroedd dyfnion yn 2027.
Bydd Treth Twristiaeth wenwynig Llafur a Phlaid, yn ôl ffigurau Llywodraeth Cymru ei hun, yn niweidio'r economi gan ddegau o filiynau o bunnoedd a chan gannoedd o swyddi bob blwyddyn.
Rydyn ni wedi pleidleisio'n barhaus yn ei erbyn ac o gael y cyfle, bydd y Ceidwadwyr Cymreig yn cael gwared ar y Dreth Twristiaeth wenwynig yma cyn iddi ddod i rym.
