Sam was elected to represent the North Wales Electoral Region at the 2021 Welsh Parliament Elections. He had previously stood for the Vale of Clwyd constituency in the 2016 election. After his election Sam was appointed as the Conservative Party’s Shadow Minister for Local Government in Wales, and restarted the Welsh Parliament’s Cross Party Group on Tourism.
Prior to his election, Sam was the Leader of Conwy County Borough Council between 2019 and 2021. He also held the Council’s Cabinet Finance and Resources portfolio from 2017. He was first elected to both Conwy County Borough and Abergele Town Councils in 2008, and stood down at the 2022 Local Government Elections.

Etholwyd Sam i gynrychioli Rhanbarth Etholiadol Gogledd Cymru yn Etholiad y Senedd 2021. Cyn hynny roedd wedi sefyll dros etholaeth Dyffryn Clwyd yn etholiad 2016. Ar ôl ei ethol, penodwyd Sam yn Weinidog yr Wrthblaid dros Lywodraeth Leol yng Nghymru, ac ail-ddechreuodd Grŵp Trawsbleidiol Senedd Cymru ar Dwristiaeth.
Cyn ei ethol, Sam oedd Arweinydd Cyngor Bwrdeistref Sirol Conwy rhwng 2019 a 2021. Bu hefyd yn ddeiliad y portffolio Cyllid ac Adnoddau, Cabinet y Cyngor ers 2017. Fe'i hetholwyd am y tro cyntaf i Gyngor Bwrdeistref Sirol Conwy a Chyngor Tref Abergele yn 2008, a rhoddodd y gorau i’r swyddi hyn yn dilyn yr Etholiadau Llywodraeth Leol yn 2022.
